CPP is based on contributions from work. Old Age Security and the Guaranteed Income Supplement follow their own rules. A 2.0% CPP adjustment is not a 2.0% increase to a person's entire retirement income.
CPP benefits are indexed once a year, each January. Old Age Security amounts are reviewed quarterly. The two programs protect against rising prices on different schedules.
The CPP generally covers work outside Quebec; the Quebec Pension Plan covers eligible work in Quebec. For careers that span more than one province, the two plans coordinate.
