Canada’s contributory public pension is not a single plan everywhere. Quebec runs its own, the Quebec Pension Plan, which is separate from the Canada Pension Plan but coordinated with it. For many people that distinction decides which program handles their pension.
Two coordinated plans
The Canada Pension Plan (CPP) generally covers work in Canada outside Quebec. The Quebec Pension Plan (QPP) covers eligible work in Quebec. The two plans are designed to work together, so that a career spanning Quebec and other provinces is not split in a way that leaves contributions stranded.
Careers in more than one province
If your working life included time in Quebec and time elsewhere in Canada, the plans coordinate to account for your combined contributions. That is why it is not accurate to say that anyone with a Quebec connection is categorically excluded from CPP, or vice versa. The outcome depends on where and when you contributed.
What this means for the 2026 adjustment
This website’s 2.0% figure is the CPP annual adjustment. It should not automatically be described as the 2026 adjustment for every QPP recipient, because the QPP sets its own figures. People with Quebec work histories should check the program responsible for their pension.
If your history spans Quebec and the rest of Canada, the official federal and Quebec pension services can clarify which program handles your pension information and how the coordination applies to you.
